 · First, unsubscribe to all mods you have subscribed to. Then, verify the integrity of your game cache. Once it has verified, start the game, click Mods, click Get Mods and subscribe to a random mod. It should download. However, if it doesn't, then once again, unsubscribe from any mods you have just subscribed to. Now exit steam. Now browse to '/users/yourname/documents/my games/sid . Once the mod has downloaded[may take a few minutes], it will syncronize. Then just hit play in the launcher and the game will start with your mod installed. To verify the mod is activated, on the games main menu click Data Files and make sure there is a check mark in the box next to the mods name. The launcher will check what mods you subscribed to and see if they need to be downloaded or updated and so on. If so, it will ping Steam Client to start the download. The Client takes over so you should see the download progress in it.

After subscribing to Workshop items in Steam, the items appear in-game under Steam Workshop, but not under Mods.


It is worth noting that after uninstallation and reinstallation of both Cities: Skylines and Steam, my save data custom maps, assets, and saved games remains. I cannot locate this data on my machine as it is not in the Steam Cities: Skylines folder or the Colossal Order folder in My Documents. Sadly, this other thread has been lost in obscurity and I am not alone with this issue. Hopefully someone out there can help those of us who for some reason can't play with mods!


I filed a Steam Support ticket, but I haven't had luck in the past with those. Additionally, I have noticed that this behavior persists steam subscribed mods not downloading other games that used to work correctly such as Civ 5. Just to be certain, you're downloading mods change game behaviornot assets buildings, parks, interchangescorrect? Assets are found under the assets tab, mods are found under the mods tab. They then seemed to refresh and download bars appeared. I could then see and activate them on the other tabs when they finished downloading.


I'm having this same problem. Last night I unsubscribed to everything except one map. Tried refreshing Steam, restarted comp, clicking the game from Steam and from my desktop. I didn't change anything I was doing and left it for like 30mins. Opened up the game and my map had downloaded. I was then able to use the workshop again. I subscribed to a bunch of stuff then the same error came up during the subscribing and I'm yet again stuck at not being able to download anything through the workshop.


So again I've tried unsubscribing etc. This issue is very frustrating. I have got the same issue only my mods used to work before but now they are all gone. I can still view them under the steam workshop tab but i cant install them. Well, i've managed to install traffic inspection mod and tree brush having similar issue at first.


After fiddling with game properties and multiple game restarts i've noticed that steam tries to download something, like update, for C:SL. I've switched to steam download manager and found there "content for C:SL bla-bla" item that was stopped or something, steam subscribed mods not downloading.


So i just clicked download button on the right side of item and it was downloaded in a split second and steam subscribed mods not downloading mods steam subscribed mods not downloading in mod tab after i started game.


After spending hours trying all the solutions here, reinstalling C:S, restarting my computer, steam subscribed mods not downloading, reinstalling Steam, resubscribing to my mods, etc. Not sure if reinstalling the game had destroyed a connection somewhere or what, but after seeing all my mods in the proper folder, it was apparent C:S wasn't pulling them for whatever reason.

Uninstalled after all my mods went tits up after the update. Reinstalled now and I can see all my mods and assets on the content manager-workshop but none are showing in any other tabs. The following is a potential workaround for anyone with this issue: grab a friend who does not own C:S have your friend log in to Steam on your computer launch C:S on your friend's account select the option to authorize shared library on this machine subscribe to mods on your friend's account boot up C:S on your friend's account and make sure the mods install switch back to your account and subscribe to the same mods boot up C:S on your own account and the mods will be usable because they are already downloaded on your machine This works for me, but is a little cumbersome as you need the friend's login info anytime you want to get a new mod.

In case it occure again, it might be because for some reason the mod files as been deleted.
